#Creation Of Positions: Since the principal purpose of the BSC is to provide low cost housing to its members, operation costs of the corporation should be reduced wherever possible without damaging the efficient operation of the corporation. The underlying principle of the BSC, the principle which allows the BSC to provide housing at its low expense, is that members cooperatively work together to provide services to themselves that other living groups hire people to provide.

##There may be circumstances, however, in the efficient operation of this corporation that necessitate the hiring of non-members to provide services that can¬not be provided by members
##At least one week’s notice must be given to the Board of Directors before Personnel & Operations Committee may consider the creation of a new position. Only Personnel & Operations Committee may recommend to the Board the creation of a new position.
###Creation of a new position shall be considered only after all other feasible and less costly alternatives have been considered and found unacceptable.
### Should Personnel & Operations Committee decide to recommend to the Board the cre¬ation of a new position, it shall report to the Board why it feels the need for a new position and why less costly alternatives were found unaccept¬able.
#Alteration And/or Termination of Positions:

###Alteration of a position shall refer to any change in status, for example, in job duties (for more than one semester), in wages, in working hours, or in the benefits of a position. Alterations of wages shall only be done in conjunction with commensurate alterations in job descriptions.  No filled position shall have its benefits reduced during the term of this contract.
###Termination shall refer to the elimination of a position.
## Positions shall be altered or eliminated for the following reasons only:
### To increase efficiency in the organization
### To increase or decrease services to the members
### To reduce costs to the membership
## The Board of Directors of the BSC or a Manager or Supervisor may initiate a review to determine whether or not a position shall be altered or termi¬nated.  Any member or employee may request that the Board of Directors take this action.
## Notification: The Personnel & Operations Committee Chair shall announce the review to any affected employees and the Board of Directors at least two weeks before the review.
## The Personnel & Operations Committee and the Executive Director shall review the position at an open meeting of the Committee. The Committee shall make a recom¬mendation to the Board of Directors, which will make the final decision.  The Board of Directors shall consider elimination after all reasonable alternatives have been excluded.
### Any alteration and/or termination of position must be discussed at two successive meetings.
### This section shall not be construed to restrict any action by the general membership as provided in the By-laws of the BSC.
## Elimination or Alteration:
### If a position is altered or eliminated the employee shall receive written notice within two weeks of formal discussion of an alteration or termination of a position.
### Employees whose positions are eliminated, or altered substantially as to necessitate the employee to leave the position, shall have one week’s notice of such a decision, during which they shall be expected to work and not to take time off on leave of any type.  Employees may be given one week’s salary (in addition to the severance pay delineated in 7. below) in lieu of such notification.
### Whenever appropriate, employees whose positions are eliminated shall be given priority for any job openings on the staff. 
### If a position is eliminated the employee shall be considered to have been dismissed in good standing.
### If a position is substantially altered necessitating an employee to leave the position, the employee shall be considered to have been dismissed in good standing, and the following severance pay scale shall apply.
## Severance Pay:  If a position is terminated the employee shall receive the sever¬ance pay upon commencing the conclusion of his/her employment equivalent to one week’s pay for each year of service
## The Executive Director shall have the authority to temporarily alter the job duties or classification of any employee for no longer than two weeks, with the approval of the Board of Directors.
